This Privacy Policy describes how we collect, use, disclose, and retain information in connection with our websites and related online activities, including:

1. Information We Collect

We collect information that you voluntarily provide to us, as well as certain information that may be collected automatically when you use our websites.

A. Information You Provide to Us

Depending on how you interact with us, we may collect:

Contact and Advocacy Information. When you sign up for newsletters, toolkits, advocacy alerts, or other communications, such as the DC Download, we may collect:

• Name;

• Email address;

• Mailing address and/or postal code;

• Occupation and employer, where requested for specific advocacy lists;

• Organization level, such as local, state, or national; and

• Information about how you heard about our initiatives.

Communications. If you contact us through a “Contact Us” form or otherwise communicate with us, we may collect your name, email address, and the contents of your message.

Please do not provide information through an open-ended form that you do not want us to receive. If you voluntarily provide information that may be considered sensitive, including information about political affiliations, political opinions, policy interests, or advocacy activities, we may collect and use that information as described in this Privacy Policy.

Event Registration. If you register for briefings, town halls, summits, or other events, we may collect registration information necessary to administer your registration and facilitate your participation, such as your contact and professional information, preferred name, pronouns, organization, title, accessibility and dietary needs, travel or lodging information, speaker materials, government-ethics information, event-directory preferences, and other information relevant to the applicable event. Some events may be administered using third-party platforms, including Zoom, Cvent, Action Network, or Mobilize.

Donation Information. Donations to PCAF or We Build Progress may be processed through ActBlue (ActBlue Civics, Inc.). ActBlue serves as the merchant of record for these transactions. We may receive certain donor information from ActBlue for our records, administrative purposes, and other purposes described in this Privacy Policy. We do not receive or retain your full payment card information through our websites.

B. Information Collected Automatically

When you visit or interact with our websites, certain information may be collected automatically through cookies, pixels, and similar technologies. Depending on the technology used, this information may include information about your browser or device, pages visited, interactions with our websites, and other information about how you use our websites.

We use this information to help operate and improve our websites, understand engagement with our communications and initiatives, and measure the effectiveness of our outreach.

2. How We Use Information

• Send newsletters, updates, advocacy alerts, and other communications you request or that we believe may be relevant to your interests;

• Facilitate advocacy activities, including enabling you to contact legislators or participate in campaigns;

• Manage registrations and participation in events, briefings, town halls, and summits;

• Understand engagement with our websites, communications, and advocacy initiatives;

• Tailor communications based on information such as geographic location, organizational affiliation, or expressed policy interests;

• Maintain and manage our contact and advocacy databases;

• Improve our websites, programs, campaigns, and outreach strategies;

• Respond to inquiries and requests;

• Protect the security and integrity of our websites and systems; and

• Comply with applicable legal obligations and protect our rights and interests.

3. Cookies and Similar Tracking Technologies

Our websites use cookies, pixels, and similar technologies to support website functionality, understand how visitors use our websites, and measure engagement with our communications and advocacy campaigns.

For example, we may use technologies that help us understand whether an email has been opened or whether a link has been clicked. These technologies allow us to measure the effectiveness of our communications and improve our outreach.

We may also use third-party services that provide analytics, website functionality, event management, email delivery, or other services involving information about your interaction with our websites or communications.

We do not currently display a cookie consent banner on our websites. You can manage certain cookie settings through your browser. Disabling cookies may affect the functionality of some portions of our websites.

4. How We Share Information

We do not sell your personal information for monetary payment; however, certain data-sharing practices described below, such as list-sharing with partner organizations, may be considered a sale or sharing of personal information under some state laws.  You have the right out; see Section 5 below for Your Privacy Choices. We may disclose information to third parties in the following circumstances:

A. Service Providers

We work with trusted vendors and service providers that assist us with operating our websites, managing communications and databases, administering events, processing donations, storing information, and providing other services. These providers may process personal information on our behalf and are expected to use it for the purposes for which we provide it.

Our service providers may include:

• Squarespace – website hosting and management;

• EveryAction and Action Network – email advocacy and database management;

• ActBlue – contribution and donation processing;

• Pantograph – digital services and management of database accounts;

• Cvent – event registration and event-data management;

• Blue Goose Solutions – event planning, administration, and attendee support;

• Mobilize – town hall and event management;

• Navan – travel booking and travel-program administration;

• Zoom – webinars, briefings, and other virtual events; and

• Google Workspaces and Airtable – internal data storage, collaboration, and partner relationship management.

These and other providers may support website hosting, email and advocacy communications, database management, contribution processing, event registration and administration, travel administration, videoconferencing, internal storage, and other operational services.

For events, we may provide relevant registration information to event planners, venues, hotels, travel providers, audiovisual providers, and other vendors involved in administering the event. We limit the information provided to what is reasonably necessary for the applicable purpose.

If you elect to participate in an attendee directory or another networking feature, the information identified at the time of collection may be made available to other event participants. You may decline or withdraw from the directory as described in the applicable registration materials.

B. Sharing Between PCAF and We Build Progress

PCAF and We Build Progress share staff, systems, service providers, and administrative functions. The organizations may share personal information with each other when reasonably necessary for authorized shared operations, joint activities, or other compatible organizational purposes. Access will be limited to the information reasonably necessary for the applicable purpose.

C. Joint Advocacy and Partner Organizations

From time to time, we may participate in joint advocacy campaigns, events, or other initiatives with mission-aligned organizations. In connection with these activities, we may share certain information with participating organizations, including through list-sharing arrangements.

When information will be shared with a partner organization for a particular campaign or initiative, we will provide information about the applicable sharing at or before the point at which the information is collected, where appropriate.

Information shared with a partner may thereafter be subject to that organization's own privacy practices.

D. Legal and Safety-Related Disclosures

We may disclose information when we believe in good faith that doing so is reasonably necessary to:

• Comply with applicable law, regulation, legal process, or governmental request;

• Protect the rights, property, or safety of PCAF, We Build Progress, our users, or others;

• Detect, investigate, or prevent fraud, security incidents, or other unlawful activity; or

• Establish, exercise, or defend legal claims.

5. Your Privacy Choices

You may make choices about certain communications and information we maintain about you.

Email and Advocacy Communications. You may unsubscribe from advocacy, newsletter, and other non-transactional communications at any time by using the unsubscribe mechanism included in our communications or by contacting us using the information provided below.

Cookies. You may manage certain cookies through your browser settings. Because browser controls vary, changing these settings may affect website functionality.

Requests Concerning Your Information. You may contact us using the information below if you have questions about the personal information we maintain about you or our use of your information. Where applicable, we will evaluate and respond to requests in accordance with applicable law.

We may take reasonable steps to verify your identity before fulfilling certain requests.

6. Data Retention

We retain personal information for as long as reasonably necessary to fulfill the purposes described in this Privacy Policy, maintain appropriate business and administrative records, comply with legal obligations, resolve disputes, and protect our rights.

Our retention practices may vary depending on the type and nature of the information.

Email Inactivity. Individuals who do not interact with our emails, such as by opening or clicking links, for approximately 180 days may be moved to an inactive status and removed from active mailing lists.

General Correspondence. Information submitted through “Contact Us” forms is retained and deleted in accordance with our internal email and information-retention practices.

Unsubscribe Requests. When you unsubscribe from a mailing list, we will stop sending you the applicable non-transactional communications, subject to limited exceptions such as administrative, transactional, or legally required communications. We may retain limited information necessary to honor your unsubscribe request and prevent you from being inadvertently re-added to a mailing list.

7. Children's Privacy

Our websites and services are intended for a general audience and are not directed to children.

We do not knowingly seek to collect personal information from children under 13. If we learn that we have collected personal information from a child under 13 without appropriate authorization, we will take reasonable steps to delete that information.

PCAF and We Build Progress are organizations based in the United States. Our programs and data collection are primarily intended for individuals in the United States, and we may collect information from individuals in all 50 states.

Individuals outside the United States may be able to access our websites or sign up for certain communications. If you access our websites from outside the United States, you acknowledge that your information may be collected, transferred, and processed in the United States.

When you interact directly with a third-party service—for example, when registering for an event through a third-party platform or making a donation through ActBlue—the information you provide may be subject to that third party's privacy policy and terms.

We may update this Privacy Policy from time to time to reflect changes in our practices, technology, services, or applicable legal requirements.
